How to Say “In Terms Of / Regarding” with 在…上 and 在…方面
在…上 and 在…方面 (zài … shàng / zài … fāngmiàn) are two near-identical frames for “in terms of / when it comes to / regarding”: 在 + Topic + 上 / 方面，then the comment. 在这个问题上，我们的看法一样 (“on this issue, our views agree”), 在技术方面，他是专家 (“in terms of technology, he's an expert”). 方面 suits concrete areas; 上 covers the same ground plus fixed phrases like 历史上, 理论上, 事实上.
Why this trips learners up
When you want to say “in terms of / when it comes to / regarding,” Chinese fronts the topic in a wrapper: 在 + Topic + 上 or 在 + Topic + 方面, then makes the comment. 在这个问题上，我们的看法一样 (“on this issue, our views are the same”), 在技术方面，他是专家 (“in terms of technology, he's an expert”), 在管理方面，你比我有经验 (“when it comes to management, you've more experience than me”).
The two endings are near-synonyms and very often interchangeable: 在工作上 ≈ 在工作方面 (“at / in work”). Like 在…下, they wrap the topic, so you can't drop the 上 or 方面: 在这个问题上 is complete, 在这个问题 is not. The frame normally leads the sentence, but the subject can also sit before 在: 这个句子在语法上没问题 (“this sentence is fine grammatically”).
So when do they differ? 方面 is your safe pick for a concrete area or facet: 技术方面, 管理方面, 经济方面, 在很多方面 (“in many respects”). 上 does all of that too, and it's the only choice for a set of fixed abstract domains where 方面 sounds wrong: 历史上 (“in history”), 理论上 (“in theory”), 事实上 (“in fact”), 语法上 (“grammatically”), 基本上 (“basically”). You'd never say 在历史方面 for “in history,” it has to be 在历史上.
One caution: this 上 is abstract, a topic, not the physical “on top of” (书在桌子上, “the book is on the table,” is a different, literal 上). And don't confuse it with the sister frame 在…下, which marks a condition (“under these circumstances”) rather than a topic. A neat way to remember: 上 = the topic you're talking on, 下 = the condition you're acting under.

Common mistakes
Why it happens: 在…上 / 在…方面 is a wrapper: you need the closing 上 or 方面. “On this issue” is 在这个问题上, not 在这个问题; without the ending the frame is unfinished. Always close it.
Why it happens: For a topic, use 上 / 方面, not 下. “On this issue” is 在这个问题上, not 在这个问题下. 下 marks a condition (在这种情况下, “under these circumstances”); 上 marks the topic you're commenting on.
Why it happens: Fixed abstract domains take 上, not 方面. “In history” is 在历史上, not 在历史方面; the same goes for 理论上, 事实上, 语法上. Use 方面 for concrete areas (技术方面, 管理方面), but reach for 上 with these set phrases.
